If your job includes ordering plastic materials — even as a small part of it — you've probably received requests that look like this: "We need some plastic by next week." No thickness. No material. No quantity. This checklist is for that exact situation. It's the six-step process I've built as the office administrator for a 120-person manufacturing company. I handle all material purchasing — roughly $1.5 million a year across 15 vendors. I report to both operations and finance, which means I hear about every miss from two directions.
Six steps, plus a mistakes section at the end. Each step is short enough to apply on a real order today.
Step 1: Define the application before naming a material
Everything I'd read about industrial purchasing says to start with the material specification. In practice, I've found the opposite: start with the application. The material name isn't a requirement; it's a hypothesis. When someone says "we need PVC sheet," they're usually repeating whatever they ordered last time, not evaluating options.
Ask four questions on any new request:
- What will the material touch? Heat, chemicals, food?
- Where will it live? Indoors, outdoors, direct sunlight?
- What is it doing physically? Bending, bearing weight, getting printed on?
- What's the real quantity we need this quarter?
This saves hours of back-and-forth. Take square plastic containers: they sound like one product, but they're usually PET for food contact, polypropylene when the lid needs a living hinge, and PVC when you need clarity and rigidity. If someone just says "order more containers," you're guessing.
Step 2: Know the basics — PVC vs HDPE pipe (and where the others fit)
The comparison that comes up most often in my actual job is PVC vs HDPE pipe. They're both thermoplastics, both affordable, both everywhere. And they solve different problems — the classic failure is treating them as interchangeable.
Here's how I explain it to internal requestors:
- Chemical resistance: PVC handles most acids and alkalis at moderate temperatures. HDPE is more forgiving with solvents and is a common spec for chemical transfer lines.
- Impact and flexibility: HDPE wins by a lot. It bends and absorbs impact without cracking. PVC is rigid and can shatter if dropped or hit while cold.
- Outdoor exposure: HDPE handles UV reasonably well with carbon black stabilization. PVC degrades in prolonged direct sun unless specifically formulated for it.
- Printability and rigidity: PVC is dimensionally stable and takes printing much better, which is why it dominates signage and thermoforming sheet.
- Cold weather: PVC gets brittle below freezing. HDPE stays ductile.
For pipe specifically, the practical split is: PVC for water distribution, drainage, and conduit — places where pressure ratings and precise dimensions matter. HDPE for buried lines and anywhere ground movement, impact, or freezing is a real risk. At least, that's been my experience across maintenance and facility projects.
The same logic applies beyond pipe. PET sheet is the standard for food-grade thermoforming. ABS is for parts that need toughness and easier processing. PVC foam board is the lightweight display material. If you're ordering without knowing which class you need, stop and ask — or get samples. Which leads to Step 4.
Step 3: Vet the supplier's real capabilities
A manufacturer like Westlake Plastics can cut sheet to custom dimensions, vary thickness, and offer options like recycled PET content. Distributors are great partners too, but they're different creatures: fixed sizes, often faster lead times, limited customization. Know which one you're dealing with before you need something nonstandard.
Three questions on the first call:
- "Do you manufacture, distribute, or both?" — and if both, which lines are made in-house?
- "What are your minimums for custom sizes?" A manufacturer can usually handle a one-off custom cut at a reasonable quantity. A distributor may only have set sizes.
- "What's your policy on non-conforming product?" If the supplier can't explain it over the phone, the policy is not going to help you when a batch shows up off-spec.
The conventional wisdom says always get three quotes and take the lowest. That's fine as a starting point. My experience with several hundred orders says relationship consistency often beats marginal cost savings. A vendor who has proven reliable, answers messages, and ships what they promised is worth a small percentage more. (Not that I skip the three-quote exercise. I do not. I just weight the answers differently.)
Step 4: Get a physical sample before committing
Skipping the sample means trusting a spec sheet. Sometimes that works. Sometimes it doesn't. I once skipped a sample on a batch of PVC pipe because the supplier said "same as the last batch you bought." It wasn't. The wall thickness drifted off spec, and the crew didn't catch it until they were halfway through installation. Work stopped for a week while we shipped it back.
For sheets and films, ask for a small cut — A4 is usually enough. Compare it against your reference: color consistency, surface defects, thickness with calipers if you have them. For containers or molded parts, get a handful and test them in the actual use condition, not just on a desk — or rather, a desk test is better than no test, but try to simulate the real environment.
Also pay attention to how the supplier handles the request. If the sample takes two weeks and three follow-up emails, you're seeing a preview of what a production order looks like when something goes wrong. (Mental note: we really should add sample lead time to our vendor scorecard. Keep meaning to do that.)
Step 5: Get delivery dates in writing — and pay for certainty when it matters
Unpopular opinion: in an emergency, rush fees are worth it. A rush fee buys certainty, not just speed. An uncertain cheap promise is more expensive than a certain expensive one.

In March 2024, we paid $400 extra for expedited production on a batch of PET sheets. The alternative was missing a client's packaging event — a hard date that could not move. The $400 was annoying to explain to finance. The missed deadline would have been a much bigger conversation.
On any deadline-driven order, get this in writing:
- The manufacturing/shipping date and the delivery date. They are different things.
- What happens if the date slips. Credit? Partial refund? Or just "we'll keep you posted"?
- Who owns the freight claim if material arrives damaged.
I got burned here in the classic way: I knew I should ask for written confirmation on a delivery date, but thought, "we've worked together for years." That was the one time the verbal agreement got forgotten. Materials arrived two days late, and with no written commitment, the supplier shrugged. We standardized written PO terms with delivery dates and consequences after that.
Step 6: Verify the paperwork before ordering — not after
Boring step. I hate that it has to be here. But it's the one that has actually cost me money. In 2021, I found a great price on PVC foam board from a new vendor — roughly $800 cheaper than our regular supplier. The invoice came as a handwritten receipt with no line items. Finance rejected the expense, and the vendor went silent. I ate about $600 of it from the department budget after a partial reimbursement.
Now I check invoicing capability before the first order, not after. Quick checks:
- Ask for a sample invoice or proforma. Are the line items detailed?
- Confirm the legal entity name, tax ID, and registered address. Do they match the website and email domain?
- Ask about payment methods and net terms. If the answer makes you uncomfortable, that's a sign.
Common mistakes I still see (and have made myself)
Starting with retail instead of wholesale
When an internal request comes through with a quote from a retail craft store, it's usually because someone searched "michaels resin molds" and grabbed the first option. That's fine for a personal project. It's the wrong price scale for business replenishment. If the material is needed in repeating quantities, go straight to a manufacturer or a business-facing distributor.
Searching a brand and getting geography noise
Type "westlake plastics" into a search engine and you'll get the manufacturer — and you'll also get local businesses in places called Westlake, including a plastic surgeon westlake village practice. The name overlaps with a geography. Don't let the noise waste your time: search by product category instead ("PVC sheet manufacturer" or "BOPET film roll supplier"), then check the supplier's actual product list.
Comparing base prices instead of total cost
Setup fees, cutting charges, freight, rush premiums, and the possibility of a rejected batch all belong in the comparison. The lowest base quote is frequently not the lowest total cost — it's just the one that looks best in a spreadsheet.
Treating "similar material" as interchangeable
When a pipe or sheet has to meet a code, get the spec in writing. "It's basically the same" is not a spec. For PVC pipe, ask for ASTM D1785 compliance. For HDPE material, ask for ASTM D3350. If the supplier can't produce the documentation, assume the material isn't certified until proven otherwise.
