PVC vs Polycarbonate: A Practical Comparison for Tooling Foam Board and Sheet Buyers

Why this comparison exists

You're asking the wrong question. Or rather, you're asking a good question in the form that causes emergencies. 'Which is better, PVC or polycarbonate?' is the kind of search that starts a spec sheet rabbit hole. But the real question is: which material is less likely to become a same-day rush order? In my role coordinating material orders at Westlake, I've handled 200-plus rush orders in six years—maybe 180, I'd have to check the system. Most of them started with a spec that didn't match the application.

Westlake makes PVC sheets, PVC foam boards, PET sheets, BOPET films, and a few other plastic materials. We don't make polycarbonate, so I don't have a dog in that fight. That makes this comparison easier to write and easier to trust.

How I compare them

Total cost thinking means I don't stop at the price quote. I count machining time, scrap, tool wear, freight, lead time, and the cost of redoing a part after it fails. That's where most spec mistakes show up.

Impact resistance: polycarbonate wins

Winner: polycarbonate. Done.

Under ASTM D256 notched Izod testing, polycarbonate almost always outranks rigid PVC sheet. The test doesn't tell you what to buy; it tells you how much energy a sample absorbs before breaking. In plain terms, PC takes a hit and bounces. PVC takes a hit and cracks.

Last year I sent a polycarbonate replacement panel to a construction site because the original PVC panel had a hole kicked through it. The PC panel cost more, but it didn't become a second emergency. If you need machine guards, protective glazing, or anything near forklifts, don't argue with physics. Use polycarbonate.

Heat and flame: split decision

PVC for flame. PC for heat.

PVC is naturally flame-retardant. Depending on the formulation, PVC sheet can meet UL 94 V-0, which is why it shows up in signs, electrical enclosures, and wall panels. Polycarbonate can be V-0 as well, but standard PC is sometimes V-2. Check the data sheet, not the generic category.

When it comes to heat, polycarbonate wins. PC has a higher heat deflection temperature than PVC. If the part sits near a motor, an oven, or a hot platen, PC keeps its shape longer. PVC softens and creeps. So this dimension splits.

Machinability and tooling foam board: PVC foam board is the workhorse

Winner: PVC foam board, especially for tooling board work.

Tooling foam board is a loose term. It can mean dense polyurethane board for composite tooling, or it can mean a rigid PVC foam board machined into a buck for thermoforming. If you're comparing tooling foam board to polycarbonate sheet, the PVC foam board is the one that machines like a board. Solid PVC also cuts clean and holds crisp edges. PC is tough, but it's gummy. Get the feed speed wrong on a CNC router and PC melts, wraps around the cutter, and creates a lump of regret.

In April 2024, a tooling shop called at 9:30 a.m. because a mold buck was damaged two days before a customer audit. Normal lead time for our PVC foam board was five days. We cut a blank to their exact size, put it on next-day freight, and they had it by 7 a.m. The client's alternative was a $12,000 delayed launch. Polycarbonate has its place in tooling, but usually as a clear window or a thin film, not as a foam board. For a machinable, dimensionally stable board, PVC foam is the workhorse.

Weather and UV: polycarbonate with UV coating wins outside

Winner: polycarbonate with a UV coating. No contest.

Plain PVC will chalk, fade, and lose surface gloss in direct sun. Some PVC formulas are UV-stabilized and last a while, but coated PC is the safer bet for long outdoor life. If the part faces the sun for years, choose PC. If it lives indoors, PVC is fine and cheaper. Don't let one photo of a PVC sign that lasted three years convince you otherwise.

Forming and weight: another PVC win

PVC sheet and PVC foam board are lighter than solid PC at the same thickness. PVC foam board is especially easy on vacuum tables, tooling, and operators. PC is heavier and stiffer, which is good for structural parts but not great if you're lifting sheets all day.

PVC also thermoforms at lower temperatures and with broader process windows. That's a subtle cost advantage that doesn't appear on the material quote.

Total cost: the dimension most people get wrong

Here's where the cheap option stops being cheap.

The list price of PVC is lower than PC. But total cost includes machining time and tool wear, scrap and rework, freight and lead-time premiums, and downtime if the part fails after installation.

Every spreadsheet analysis pointed to the budget PVC option in one project last year. My gut said something was off. Turns out the 'budget' board was too soft, routed like foam insulation, and added three hours of CNC time. The rework cost wiped out the savings. The surprise wasn't the price difference. It was how much hidden value comes with the correct spec.

There's a lesson: cheaper isn't better and expensive isn't better. Correct is better. If the part lives indoors, gets machined heavily, and needs flame resistance, PVC foam board is often the lowest total cost. If the part has to survive impacts and weather, the second PC replacement will cost more than the first savings.

Rule of thumb from our shop: ask what the failure mode is. Impact and UV point to PC. Machining and fire code point to PVC. Then do the total cost math with your own numbers.
